THE PROBLEMS OF LEGISLATIVE REGULATION AND RESEARCH INFRASTRUCTURES TAXONOMY IN UKRAINE AS A COMPONENT OF ECONOMY DEVELOPMENT OF STATE

Abstract

This article is devoted to the main problem of classification and mapping of Ukrainian research infrastructures. Classification of the national research infrastructure is an important element in the development of a country's economy. This means that the system of research infrastructure should be organized intelligently and efficiently to ensure maximum economic impact. Modernization of the criteria which influents on the management decisions regarding the financing of research works is a mandatory step towards integration into the European research area. The classification of RI is always reflected in the assessment of effectiveness or impact. For Ukraine, integration into the ERA is a tool for deepening cooperation with the EU scientific community and adaptation to the standards and norms of the European Union in the field of research and innovation. The state ensures the integration of the national research area into the European one in accordance with the Law of Ukraine "On Scientific and Scientific-Technical Activities". The concept of the European Research Area consists of six priorities defined by the European Commission. According to these priorities, each country forms its road map. Improving the efficiency of national research systems and infrastructures has been identified as one of the key priorities. The RIs classification gives the possibility to evaluate the activities of national RI, their competitiveness on the European market and the possibility of joining European consortia. In addition, such classification could be used as a theoretical and methodological base for the development of normative legal acts in the specified field.

The main attention in this article is devoted to the legislative regulation of this problem, since integration into the European Research Area demands the harmonization of legislation. Ukrainian legislation is full of contradictions regarding research infrastructures definition and different form of RIs existence as well.  Therefore, the direct application to the European practices regarding the classification of Ukrainian RIs is not possible. First, it is necessary to carry out a mapping of all RIs exist in various forms. Only after that, using already developed European approaches, implement a national classifier.
