METHODICAL PROVISION OF THE ORGANIZATION OF THE DEVELOPMENT STRATEGY OF URBAN TERRITORIAL COMMUNITIES IN UKRAINE

The development of modern cities is influenced by such processes as decentralization of power, which leads to the growth of socio-economic opportunities, globalization of the economy, urbanization, etc. Cities have a significant potential for creativity, innovation, science and education, industry and other sectors of the economy, human resources, energy conservation, environmental friendliness, socio-cultural diversity, etc., therefore, it is the actual interaction of these elements of the city that act as a driver of European development. Therefore, issues of urbanization, viability and development of large cities, towns and territories around them occupy a central place when considering the issues of forming systems of public management of territorial development and local self-government.
Methodological support for the development of a strategy for the development of urban communities on the basis of "reasonableness" is of not only scientific, but also practical interest. Summarizing the practical experience of urban communities regarding attempts to develop an effective strategy for the development of a "smart city" made it possible to come to a conclusion about the need for a well-founded choice of methodological tools. The implementation of the urban community development strategy requires significant material costs, time and interest of citizens in obtaining effective results. The development, adoption and implementation of the urban community development strategy must not only meet the interests of citizens, businesses and authorities, but also take into account the state of the labor market and the availability of sufficient resources, which is a guarantee of the consolidation of all interested parties.
It is advisable to divide the process of developing a community development strategy into stages. The author's original vision of the composition and content of these stages is offered, which allows you to clearly define the methodological tools for the implementation of each of the stages. The stage of "summarizing the results of the analysis of urgent problems, available resources and opportunities" involves assessing the situation and identifying problems, determining the main trends in development processes, and assessing probable risks. preparation of input information for drawing up plans and forecasts. The stage of "planning and making probable forecasts" includes identifying problems and determining the competitive advantages of the urban community, defining the mission and vision of its strategic development, forming strategic and operational goals, defining tasks, approving programs, measures and projects for their implementation, developing scenarios for the development of the urban community . The stage "formation of the road map and development of organizational measures for the implementation of plans" during the development of the strategy for the development of the urban community includes justification and agreement on the sequence of implementation of organizational measures and the duration of their implementation in the road map, the formation of an organizational mechanism for the interaction of all participants in the process, monitoring and evaluation.
Taking into account the close relationship of local self-government with many spheres of social activity, the formation of a comprehensive legislative framework, necessary for effective public management of local development based on the principles of decentralization, should take place comprehensively and in parallel in all directions. The presence of an effective legislative framework and concrete mechanisms for the implementation of public management of local development is a necessary condition for the projected sustainable development of cities in Ukraine.
