EFFICIENCY OF THE STATE ADMINISTRATION AND LOCAL SELF-GOVERNMENT UNDER THE CONDITIONS OF MARTIAL LAW

Abstract

The Russian invasion of Ukraine has completely changed the way we perceive social and cultural things. This study looks at how the war has affected public administration in Ukraine, focusing on how well it is doing its job, how successful it has been and what results it has achieved. The main goal is to improve oversight and encourage better strategies.

This includes strengthening the country's defence capabilities by increasing the size of the armed and security forces, building global partnerships for national security, and changing the administrative structure to meet military needs in a defensive era.In the context of the conflict, national security has become paramount, and the militarisation of Ukraine's defence infrastructure has been an innovation as a strategy to increase the competence of the authorities.Local self-government, local groups and public services. Under martial law, the government focuses on forecasting, planning and financial tasks, ensuring that national goals and security measures are met against the backdrop of current threats.

In addition, digitization and the introduction of the latest technologies play a significant role in the transformation of public administration. The use of artificial intelligence, automated management systems and electronic document management allows to speed up decision-making and ensure prompt interaction between authorities. The government is actively working on strengthening information security, countering cyber threats and disinformation, which is critically important in times of war. Special attention is also paid to the adaptation of economic policy to the conditions of martial law, the preservation and restoration of infrastructure, the support of business and the stimulation of investment even in conditions of instability.
