LAND MARKET AS AN ELEMENT OF EUROPEAN INTEGRATION PROCESSES IN UKRAINE

The article identifies the main directions and approaches to the process of European integration in Ukraine, in particular, one of the most important aspects of European integration for Ukraine and it’s agro-industrial complex is the opening of the land market. One of the main reforms in Ukraine, which was provoked by the vector of European integration, is the land reform. It seems to be the most influential for our country, because it concerns the pillar of the national economy - the agro-industrial complex. The agro-industrial complex of Ukraine is a promising and priority direction of economic activity, with the help of which it is possible to expand the domestic production potential of the country, export-oriented production and actively strengthen its position on international markets of agricultural products. The land reform opens the way for Ukraine to the European and world land market, and at the same time it provides an opportunity to invest in a promising area of Ukraine’s economy. The basic principles of the Law on the Circulation of Agricultural Land, which are decisive for agribusiness in the country, have been formulated. The practical implementation of the Law in action, "on the ground", analyzed the problematic aspects of integrating new legislation, including price regulation of the market, unfinished easement, the actual extension of the moratorium, the ban on land acquisition by legal entities and more. It is well-founded that the adoption of the Law "On Amendments to Some Legislative Acts of Ukraine Regarding the Circulation of Agricultural Land" is the first step in the reformation of the agricultural land market. The defined periods of the launch of the land market circulation allow all willing market participants to prepare properly. In addition, land lease does not change its status in the event of a change of land owner, and therefore it is predicted that it will remain a priority tool in the agricultural market of Ukraine. Currently, we see that the considered Law has some gaps, and therefore in practice people face real problems to which they are forced to adapt. These problems will lead to significant structural changes in the economy, but we will be able to fully assess and analyze their impact only after the end of the adaptation period of the Law.
