The article analyzes the peculiarities of the intellectual and innovative development of regional economic systems in the conditions of the formation of a creative economy. The relationship between the intellectual and innovative development of regional economic systems and other strategic development goals, such as social, democratic, economic, scientific development and environmental security, is substantiated. The main aspects of the intellectual and innovative development of regional economic systems in the conditions of the creative economy have been determined, in particular it has been proven that taking into account the advantages of the creative economy allows considering effective ways of using available resources, in particular intellectual potential, scientific achievements, technologies and financial means, to stimulate the development of innovative enterprises and infrastructure . The strategies of intellectual and innovative development must be considered as strategic directions permeating all aspects of regional development. They combine the formation of innovative infrastructure, support for research and development, help attract investments and open opportunities for the emergence of new innovative enterprises. The implementation of these strategies contributes to the creation of a dynamic ecosystem, where innovation is the central element, and creative potential is fully revealed. The development of regional economic systems involves the implementation of a set of strategies aimed at increasing innovation potential, attracting talented individuals, creating innovation centers, and building creative industries. It was determined that the intellectual and innovative development of regional economic systems in the conditions of the formation of a creative economy should involve a combination of innovative approaches and intellectual potential to stimulate growth, increase competitiveness and improve the quality of life of the population in specific regions.
