REINTEGRATION POLICY: ABROAD EXPERIENCE AND UKRAINE

The purpose of the article is to study the scale of forced external migration from Ukraine and the subsequent reintegration process, as well as possible measures to facilitate the return of forced migrants to their homeland.
The article argues for the need to develop and implement a policy on the return of migrants, which will serve as an important component of Ukraine's overall migration strategy. In this context, the authors analyzes the foreign experience of some countries that have improved and implemented the policy of returning migrants, including not only the introduction of relevant legislation, but also the creation of appropriate institutions for its implementation. The study proposes possible measures aimed at supporting and facilitating the return of Ukrainian citizens to their homeland.
The analysis of the reasons for migration and re-emigration of Ukrainians in 2022 indicates that re-emigration factors are crucial. The majority of Ukrainian migrants intend to return to Ukraine after the end of the war, provided that the government develops government programs aimed at providing housing for re-emigrants who lost their property as a result of the war, as well as providing preferential rental conditions, financial support, and new jobs.
Methodological and practical guidelines for the relevant coordination are formulated on the basis of the introduction of a mechanism for improving and combining institutional and legal, institutional and organizational, and institutional and psychological aspects of managing migration processes.
One of the challenges for the government will be the return of highly skilled Ukrainians who have successfully adapted to a different culture, speak foreign languages and have IT skills, particularly as these individuals are of great interest to EU countries. For this group of citizens, it is necessary to establish simplified procedures for starting a business and conduct extensive information accordingly, which can provide them with broad confidence in doing business in Ukraine.
